Chivas Brothers, the whisky giant, has received approval from planning authorities for its ambitious expansion plans, despite some concerns regarding traffic issues and neighboring buildings affected by black mold.
The expansion project involves developing an extension to an existing bonded warehouse site situated on 14 hectares of farmland north-west of Balgray Bond, near Barrmill. Currently, the site consists of seven grazing fields, and the proposed expansion will extend Balgray to two adjacent public roads.
The plan entails constructing 19 new warehouses, divided into two groups of 'double' and 'triple' blocks, providing a total internal floorspace of 47,500 square meters. These warehouses will be used for the maturation of Scotch whisky and other spirits.
The acquisition of land from a local farmer has enabled the project to proceed, as discussed in a planning committee meeting.
The development also includes the creation of a Sustainable Drainage System (SuDS) pond to manage surface water drainage. This pond will be located in the eastern part of the site, with connections to existing field ditches and eventual discharge into the Dusk Water flowing through Balgray.
Two public consultation events were held earlier this year at the Barrmill community center to gather community input. Key concerns raised included increased traffic, potential impacts on school drop-off/pick-up times at Gateside Primary School, road safety, the appearance of black mold on buildings, and a perceived lack of community benefits.
A planning official noted that concerns about black mold were not currently a planning consideration by the Scottish Government. Furthermore, there was no substantial evidence to suggest significant loss of farmland.
The council recommended a construction management plan that would allow the developer to implement measures to mitigate the impact of construction traffic, addressing concerns from the community council and Gateside residents.
The proposed development is expected to safeguard existing employment at the site and contribute to the Scotch whisky industry's growth in the region.
The planner stated that the proposal aligns with relevant provisions in the development plan and imposed a condition requiring the implementation of an archaeological works program before development can commence.
The application received approval following a motion by planning vice-chair Timothy Billings, seconded by Councillor Cameron Inglis.
